Tooru is a famous Pokémon photographer, that has had his photos published in various magazines. He first meets up with Satoshi and friends, when he is trying to take a picture of Pikachuu. In Shatta Chansu wa Pikachuu, Tooru wants a picture of Pikachuu, only to find out that the mouse is scared of the camera.

Tooru is also seen in Pokémon Kentei Shiken!?, where he is encouraging as Satoshi hopes to join the ranks of the Elite Four.

Tooru gets involved in solving the disappearance of many Pokémon in Sodateya no Himitsu!, where he uses his photography skills to prove that Team Rocket's whole scam is real.
